  47. This has the potential for leading to an interesting court case. In the 
  48. early 1920's, the US Supreme Court held that ALL radio communications were
  49. in fact interstate commerece. The US Constitution reserves the authority
  50. to regulate interstate commerece to the federal government. Any tax or
  51. fee imposed on the basis suggested in this note is a direct attempt by
  52. a state to regulate interstate commerece - and may be voided in federal
  53. court if anyone bothers to spend the $$$$ to fight it.

  55. That the state has an interest in protecting the health of its citizens is
  56. undeniable. What has not been shown is that the level of exposure to RF
  57. from many of the sources listed are in any way harmful. Based on the
  58. scanner law contoversy in NJ, one is tempted to think that there is
  59. someone of influence in NJ who just doesn't like Amateur Radio!

  124. I bought a '92 Camry and about a month after installing a 50W 2m rig, I read 
  125. that someone blew one of the car computers while running 100W on HF and was 
  126. forced to pay for the $1000 computer because, buried in some service manual at 
  127. the dealer somewhere, they state that you cannot run more than 10 W in the 
  128. car.  I asked my dealer about this and he agrees with this finding, but has no 
  129. suggestions about where to route cables to minimize such problems... heck, he 
  130. couldn't even tell me where the computers were exaclty.  He said they were 
  131. everywhere.  I have been running 5W with no problems with an occasional bump 
  132. up to 25 W.  However, I usually turn the car off and park it before I crank it 
  133. up to 50 W which is very rarely needed.  So far, no problems!  Knock on wood..

  146. now and really like how well it works..however, they "up/down" feature does
  147. not work.  I can get it to either go Up or Down but not both...cany anyone
  148. help me?  Keep it simple please, I'm no technician but I haven't blown my
  149. self up yet either.  73....Roger

  180. A New Year Broadcast

  182. As mentioned,  this is the first "live" VK2 Broadcast for the new 
  183. year.   We  believe that some Divisions will not  commence  their 
  184. Broadcast  until later on in the month,  so in the meantime those 
  185. Members and listeners bereft of a local Broadcast are invited  to 
  186. tune in to VK2 instead.  The regular evening Broadcasts will also 
  187. re-commence  tonight,  and call-backs on most frequencies will be 
  188. taken.

  190. Council meeting in Wollongong
  191.  
  192. There will be a meeting of the Divisional Council held in Wollon-
  193. gong,  at the Illawarra SES headquarters in Montague St, starting 
  194. at 7.30pm.   The meeting was requested by John Simon VK2XGJ.  The 
  195. purpose of the meeting is to consider urgent NTAC business, set a 
  196. date for the EGM as requested in a petition to consider a  Motion 
  197. of  No Confidence in Council,  and to continue with business left 
  198. over from the previous meeting to consider a Motion of No  Confi-
  199. dence  in the Divisional Secretary.   The next Council meeting at 
  200. Parramatta will be on Friday 21st January.

  202. Office hours
  203.  
  204. Following  a well-deserved break,  the Divisional Office will  be 
  205. open  as usual from Monday 10th January,  at the usual  hours  of 
  206. 11am to 2pm Monday to Friday, and 7pm to 9pm on Wednesday nights.

  216. FM-828 Bonanza
  217.  
  218. Members  and Clubs may be interested to know the the Division has 
  219. obtained  over five hundred "FM-828 high-band"  VHF  radios,  for 
  220. subsequent disposal.  They were donated by a large telecommunica-
  221. tions  company  in a ceremony attended by  the  President,  Vice-
  222. President  and  Secretary.   There will be further details  in  a 
  223. later Broadcast.

  226.  
  227. The next Divisional Trash and Treasure is scheduled to be held at 
  228. Amateur Radio House, Parramatta, on Sunday 23rd January.

  237. NTAC Chairman resigns
  238.  
  239. Cesar  VK2TCM,  the Chairman of NTAC (the NSW Technical  Advsiory 
  240. Committee) has resigned from that position,  effective immediate-
  241. ly.  Cesar claims that the Committee cannot function effectively, 
  242. as there is too much control imposed by the Council, and the long 
  243. delays in approvals are causing much ill-will amongst the Clubs.

  246.                      Vanity Callsigns in USA
  247.  
  248. Listeners may be aware that the USA regulatory body, the FCC does 
  249. not  charge for Amateur licences,  and as a result there  are  no 
  250. resources  avauilable  to permit Amateurs to pick their own  call 
  251. sign.   This could soon change.   The FCC has released its Notice 
  252. of Proposed Rule Making,  in PR Docket 93-305, to permit amateurs 
  253. to choose a ``vanity'' call sign.   Individuals as well as trust-
  254. ees  of club stations would be eligible to request  an  available 
  255. call  sign  from the block assigned to their licence class  or  a 
  256. lower licence class.
  257.  
  258. A fee would be required.   The Communications Act specifies a fee 
  259. of 7 dollars per year for amateur service vanity call signs,  and 
  260. allows the Commission to require payment of small fees in advance 
  261. for  a  number of years not to exceed the relevant licence  term.  
  262. Fee  issues  would be resolved under a separate FCC  rule  making 
  263. proceeding,  and  a vanity call sign system would not be  started 
  264. until then.
  265.  
  266. The  applicant would provide a list of up to 10 total call  signs 
  267. desired.  The FCC would assign the first available requested call 
  268. sign  from  the applicant's list.   If none of the  desired  call 
  269. signs was available,  the applicant's current call sign would  be 
  270. reassigned.  Call signs of lapsed or deceased licensees would not 
  271. be available for reassignment for two years.   A call sign relin-
  272. quished under the vanity call sign program would be available for 
  273. reassignment immediately.

  279.  
  280. This  is  a quiet time for WICEN,  barring the  usual  unforeseen 
  281. emergencies that seem to happen at this time of the year, so this 
  282. is  an  appropriate time to overhaul the  Sydney  WICEN  repeater 
  283. system  on  7150/8275.   A dual-band high-gain antenna  has  been 
  284. borrowed, and it will be placed in service, replacing the current 
  285. temporary antenna,  as soon as practicable.  Casual users of this 
  286. repeater  system  are reminded that except during net  times  and 
  287. other  activations,  there is a 30-second timeout;  you will soon 
  288. get used to keeping your overs short to avoid getting the dreaded 
  289. raspberry.
  290.  
  291. The  next major exercise is the annual Bungonia Cave  Rescue,  on 
  292. the weekend of 19-20th March.   Further details will be  provided 
  293. in  a  later broadcast.   The next Committee meeting will  be  on 
  294. Saturday 12th February.

  296. The  Sydney WICEN net,  normally held every Thursday at 9.30pm on 
  297. repeater 7150,  is in recess and will re-commence later on in the 
  298. month.   In  the meantime,  this would be a good  opportunity  to 
  299. brush up on your communication skills, and ensure all your equip-
  300. ment is in working order for that sudden activation.

  400. Excellent point there.  There was a case a while back where a woman got fed up
  401. with sheriff's deputies' speeding and actually pulled some of them over and
  402. tried to make citizen's arrests on them; she ended up being arrested herself
  403. for speeding (in trying to overtake them), and the court ruled that while she
  404. DID have authority under the law to make the citizen's arrests she had NO
  405. authority to break the law in trying to do so.

  424. Well, maybe we could let people choose for the kind of examn to get their
  425. HF license.
  426. 1) CW examn
  427. 2) A very tough theoratical examn (much tougher than for those who'll do
  428.    the CW). Followed by a practical test, in which they show their ability
  429.    as a correct radio-operator.
  430.  
  431. Hence you get a system in which both categories have proven their
  432. knowledge, and you'll get good operators (and the bands still don't get
  433. that crowded).
